

He was preceded in death by his father Ove Toups; mother Hilda Shelton; and siblings Louis Toups and Brenda Lipscomb. Left to cherish his memory are his wife Billie Toups; his children James Earl Toups, Jr. & wife Valerie, and William Charles Toups & wife Jennifer; four grandchildren, Brycen, Blake, Bryleigh and Emma; siblings Jeanie Bond, Ronnie Toups and Ed Toups; as well as many other family members and friends.
He graduated from Texas City High School in 1964, after which he joined the United States Army. He served in the Vietnam War before being honorably discharged. He earned his bachelor’s degree from the University of Houston – Clear Lake while working with Amoco Chemical Company. After 30 years of employment with Amoco, he retired in 2001.
He was active in his church and a former member of the Board of Pilot Commissioners for Galveston County. He enjoyed golf and spending time with family and friends.
His family will receive friends from 6:00pm – 8:00pm on Thursday, February 26 at Forest Park East Funeral Home (21620 Gulf Freeway, Webster, Texas 77598) with funeral services on Friday, February 27 at 12:30pm in the Chapel of Forest Park East Funeral Home, officiated by Joe Fisher with music by Kathy Alexander. In lieu of flowers the family requests that donations be made in his name to the Wounded Warrior Project (www.woundedwarriorproject.org), The Association for Frontotemporal Degeneration (www.theaftd.org) or the charity of your choice.
