Mark Allen Foster

Mark Allen Foster, 73, of Nassau Bay, Texas, passed away peacefully on September 3, 2026, surrounded by his loving wife and daughters. Mark lived a life marked by service, generosity, laughter, loyalty, and, above all, a deep love for his family.

Mark was born on March 6, 1953, to Margret Frances and James Allen Foster. He grew up in Kemah, Texas, graduated from Clear Creek High School, Class of 1971 and then served his country in the United States Army. On May 14, 1977, he married Judy, beginning a marriage and life together that would span nearly five decades.

After having many different careers, Mark found his calling as Justice of the Peace for Galveston County Pct 7. He devoted nearly 20 years to serving his community as a Judge. He also served as Municipal Judge for the cities of Kemah, Clear Lake Shores, and League City. He retired from the bench in 2012. To many throughout the community, he would always simply be known as “Judge.”

He often enjoyed cooking Sunday lunch and gathering around the table with his family. He treasured the time spent with Leighanne and Gary, reunions with his cousins and the CCHS Class of 71’, reminiscing with old friends and Army buddies and any opportunity that brought everyone together.

He loved all things Texas. He loved being on the water, especially if there was a boat involved. He loved the time he and Judy spent living in the country. He enjoyed a good dive bar, rounds of golf with his friends from South Shore Harbour Country Club, playing craps with the many friends made with Casino Tears, traveling with Judy and the many family vacations spent along the Frio River.

Mark is survived by his beloved wife, Judy Foster; his daughters, Amber Foster and her daughter Hannah; Nicole Lilly, her husband Dan and their sons Hank and Nolan; and Rebecca Zepeda, her husband Shawn and their daughters, Gracie and Averie. He was also blessed by the son God brought into his heart, Adrian Reyna, his wife Kelsey, and their children, Auniks and Ocean.

He is also survived by his sister, Leighanne Mathews and her husband, Gary; his nephew, Jacob Mathews, his wife Danielle and their sons Jake and Clay; his niece Jill Denney, her husband Heath and their children Carter and Ava; and numerous in-laws, nieces and nephews.

He was preceded in death by his parents, James and Frances Foster.

Mark leaves behind a lifetime of stories, laughter, friendships, Sunday lunches, family trips, and memories that will continue to be told around tables for generations to come. He will be remembered as a devoted husband, loving father and grandfather, brother, loyal friend, public servant, and a man who loved his family deeply and lived life fully.

A visitation will be held on Saturday, September 26, 2026, from 1-2 p.m., at Forest Park East Funeral Home, 21620 Gulf Freeway, Webster, Texas, with the funeral service immediately following at 2:00 p.m. with a reception to follow at South Shore Harbor Country Club, 4300 South Shore Blvd. League City, TX.
