
Judith C. Halpern born October 13, 1937 to Hannah and Irving Chalkin of Brooklyn, New York, passed away in her home after a long illness in West Palm Beach, Florida on Wednesday, November 27, 2013 surrounded by her family. She leaves her husband Kenneth Halpern, her daughter Heidi Halpern, her son Robert Halpern and his wife, Naomi, and two grandsons, Jacob and Max. She was a forty year resident of Hartford and West Hartford and a graduate from the University of Hartford. She taught in the surrounding towns as a substitute and then as a permanent teacher in the Bloomfield school system. Judith became a consultant to the State Board of Education where she worked out of the Governor's Council on Voluntary Action, holding annual, and on occasion bi-annual conferences hosting four to six hundred students from around the state to a day of workshops and swap shops to gather information on how to promote volunteerism for Commissioner Mark Shedd. Judy conceived and implemented a program called the State Student Advisory Commission on Education, better known as SSACE. It brought together thirty six students from all areas of the state. They met on a monthly basis with the Commissioner and the Governor. Invited to their meetings were politicos, state and congressional senators and representatives, business people and the like. The purpose it served was to learn what the students thought about the education they were getting and what might be improved. She was laid to rest in the Mount Lebanon Cemetery in Queens, New York.
