Allan was born in Sheboygan, Wisconsin on September 22, 1933. He married Janet Mae Carlander on June 1, 1958 in Moorhead, Minnesota. He graduated from the Wisconsin State University with a BS in Elementary Education in 1961 and earned a MS in Library Science from the University of Wisconsin in 1971. He worked as an elementary school teacher, a high school librarian, then owned a Little Professor Book Center store in Eau Claire, Wisconsin before moving to Colorado where he worked as an acquisitions librarian for the Colorado Department of Education for many years until retirement.
Allan is survived by his son Dana Brown, daughter Erin (née Karen) Brown, son-in-law James DeBell, and granddaughters Amanda DeBell and Marisa DeBell.
Allan is preceded in death by his parents Oliver Albert Brown and Clara Frances (Vander Weele) Brown, his wife Janet Mae (Carlander) Brown, his daughter Carla Denise (Brown) DeBell, and his sister Shirley Frances (Brown) Hoffman.
A private family service will be held to honor Allan's life.
